I think he's either talking about bringing over services that Cyrillic users have enjoyed, though they cater more toward Russian-style usage, or he's hoping that the changes being made will attract more American users looking for a public blog site rather than a private journalling site--that more people will view LJ as a Blogger kind of site from which to run their foodie/mommy/etc. blog empire, in other words, rather than a closed circle of friends to chat about the day with.
